Dear Property Owner:
This Notice of your 2026 Annual Assessment is being sent to you now as requested by the members who voted in the 2024 Annual Meeting as well as the subsequent Special meeting in September 2024.
Your 2026 Assessment is $150 per lot.
$150 for ongoing road maintenance was approved at the annual meeting in June.
Also approved at the annual meeting was to abstain from reserve assessments for a period of time and then implementing a tiered assessment over time. The language from the meeting is included here:
“ Option 2- Waive dues for five years (2026-2030) and then instigate an approximate annual cost of $383/lot (2031) with that amount rising to an estimated $445/lot as of 2036.
Full payment is due on or before February 28th, 2026. We appreciate your attention to and understanding of the need to collect everyone’s dues in a timely manner so that we have the funds available to execute on our commitment.
There is no discount for early payment. Beginning after February 28th, an additional 1% per month interest will accrue.
Payments will be credited in accordance with Bylaws Article 3B, paragraph 1.

NRHRA Member Meeting Minutes

Time: 10:00 AM
Location: Roche Harbor Fire Station
Attending Board Members were Chris Brain, Chris Birkeland and Kirk Johnson;
In person there were voting members representing 13 individual lots, a sign-up sheet has been retained for
Association records. The total proxy count was for an additional 13 lots. This vote total resulted in a quorum.
The following agenda items were discussed and voted on:
Treasurer Report: Chris Birkeland presented the year-to-year report specifying if the expiring Treasurer position on the board is not back-filled the annual cost to the Association for outsourcing could be upwards of $5,000. A subsequent vote to waive an audit was passed unanimously.
Budget: The annual operating and reserve budgets, and status of reserve account amounts was presented and approved by all attending members and proxies. The subject of waiving annual dues for the next five years and anticipated implications was discussed.
Option 1 Continuance of annual dues anticipated at $292/lot for 2026.
Option 2 Waive dues for five years (2026-2030) and then instigate an approximate annual cost of $383/lot (2031) with that amount rising to an estimated $445/lot as of 2036.
Of votes cast Option 2 was unanimous.
Bump vs. Hump: A discussion ensued about the current elimination of the speed bump at the bottom of the Afterglow Hill. This resulted in a motion to discuss options which included status quo, reinstallation of a speed bump or installation of a speed “hump”. Additional discussion surrounded an existing ‘stop ahead’ sign and relocating that further down the hill. A vote was taken, and it was unanimously decided to move forward with the hump and sign, and the inclusion of reflective striping. The Board action is to seek bids for all aspects of the project.
There being no further business before the meeting, the meeting was adjourned.
